The victim, named locally as William Smith, was knocked down in Northampton as he walked to his daughter’s home at about 4am.
The scene of the crash was less than a mile from a police station and the car was responding to an emergency.
A relative said: “He lived nearby. I don’t know what happened but I had a call earlier today to say William had died. It’s probable that he was walking to his daughter’s home but we still don’t know all the details.
“The family are devastated. It’s just so shocking for us all.
“William was lovely and he’ll be missed by everyone.”
Police probing the crash, have appealed for witnesses to contact them. Officers closed the road in both directions for about eight hours while they collected evidence at the scene.
One local resident said: “It’s a terrible thing to happen but odd that someone would be walking over the dual carriageway because there is an underpass right there.
“Either the person wasn’t from the area or was somehow disorientated.”
